Expert in structured healthcare finance and tokenized market design, with a focus on synthetic
(indexed) asset structuring, vault economics, and decentralized trading infrastructure. As co-
founder and chief operating officer, Chris is leading CareFi’s effort to financialize U.S. healthcare
macro trend risk through smart contract vaults and an AI-powered healthcare cost and
utilization oracle. His background spans product strategy, capital markets innovation,
structured finance, and regulatory infrastructure—with experience scaling fintech and DeFi-
native products. Prior to CareFi, Chris helped lead product and business development at
Collateral Velocity, a blockchain-native platform for tokenizing receivables, royalties, and
settlement cash flows. There, he authored and implemented the Tokenized Entitlement
Framework, a novel on-chain structure that enables take-free, negotiable control over real-
world assets—such as receivables, settlement flows, and royalty streams—without requiring
UCC filings or securities law complexity. Chris is currently working to bring down cost and
frictions in healthcare risk underwriting and finance.
